Just wanted to check the difference in sizing between standard -V 2 --vbr-new and -V 2 --vbr-new -q 0... bored and just had some time to kill... anyway... I noticed that no matter what switch I put in (-q 3,2,1,0) all returned the same size file. Then I went one more step and decoding back to WAV with FooBar, I compared the wav's with EAC and got bit for bit the same files.

Is this something that should happen with -V 2 --vbr-new? Is that switch turned off (-q #) with -V 2 --vbr-new?

Are you ripping with EAC? Do "user defined encoder" and not Lame MP3.

user defined encoder, yes... but in this case...I rip a single wav file to my HD and used Frontah to do the Encoding with Lame 3.97 w/-V 2 --vbr-new -q #

I also did multi rips with EAC and -V 2 --vbr-new/ -V 2 --vbr-new -q # and got the same results

-V 2 --vbr-new --add-id3v2 --pad-id3v2 --ta "%a" --tt "%t" --tl "%g" --ty "%y" --tn "%n" --tc "EAC (Secure Mode), -V 2 --vbr-new" %s %d

Is my standard line in EAC

I think you're supposed to get that in recent versions of LAME. If you use -q9 you'll probably get different results from using -q0.

When using -V2 --vbr-new, that is.

I just tried it with q 0-7 and 0-4 result in the same file... 5 is diff from 0-4... 6,7 are diff from 0-4 and 5 but are the same to each other

EDIT: 8 and 9 just show up as 7 when encoding

Yes it is normal. The question comes up from time to time.

-q3 or -q0 are producing the SAME file with vbr-new.
Under vbr-old or cbr/abr, the difference is the noise shaping amplification mode (ie how do you gradually increase scalefactors to match the masking values). As vbr-new is using a more direct method, this is irrelevant.
