No, Nero AAC doesn't have aacPlus (AAC + SBR) implemented, because this bandwidth extension for low bitrates is not yet standardized by the MPEG committee.
Perceptual Noise Substitution (PNS) substitutes the noise in the original WAV with synthetic noise from the decoder, so only the information about the noise has to be stored in the encoded file, not the noise itself.
Long Term Prediction (LTP) does the same for pure tonal components in the original WAV. It is supposed to work well especially with voice signals.
There is only one AAC/MP4 plugin for Winamp called in_mp4.dll, you can find the latest compile on John33's website.
