I'm writing a program to compress audio for a certian cd format and now I need to know if theres any type of compression utility that can help me with AAC files?

Do you want a program that can compress (zip, pack, reduce in size), an .aac (mp4?) file, or are you asking if a commandline aac (mp4) encoder is available?
