I just upgraded to the latest Foobar(althought i doubt this has anything to do with it) and i am no longer able to right click an album folder and send the files in that folder directly to Foobar. Instead i have to open the folder and select the song files individually (Ctl+A), then right click, and only then is the "Enqueue/Play in Foobar" option listed. Is this a Windows setting or a Foobar setting?

Just enable "Directory context menus" at Preferences, File Types.
