I promised some time ago to create a DLL version of the WavPack library, but I didn't get to it before the 4.40 release. However, someone asked about it the other day so I decided to take a stab at it. This should make it easier to add WavPack support to existing Windows applications, especially those not written in C/C++. The DLL has the exact same API as the library.

I don't have a ton of experience with creating or using DLLs, so any comments are welcome.
