can a copy of a original CD be used to rip FLAC? or do I have to have the original CD?

Any audio CD. But make sure it was burned as a 1:1 copy, not from MP3s.

I am confused, do I have to have the
A. original audio CD or
B. exact copy of the original (not mp3)

to be able to extract FLAC file.

You do not extract FLAC from the CD. You extract the audio which is then converted to FLAC. Otherwise, your question has been answered. If it is a red book audio CD, copy or not, the answer is still yes.

You can create a FLAC file from ANY audio file you can read. The point of the above replies is that if you create a FLAC file from a lossy original (e.g., mp3), your flac file will not actually be lossless.
