I don't know that soundcard. It clearly isn't a professional recording device, but quite possibly it follows the design of all professional and semi-pro audio cards as far as line-level input functions go: there are no level adjustments on the input; the signal level must be made correct in the analogue domain before being fed to the soundcard. A mixer or line-level preamp must be used between the tape deck and soundcard if you want the signal level to be different.

Some gaming and multi-media cards are different, but no real audio oriented ones. Even the ability to attenuate the signal in these cards is post-ADC, a function of DSP, so not something that would ever be used on the input side.
