I don't think you can make a button (But I'm not sure). But what you can do is have tabs with foo_uie_tabs or check the create left toggle area in the layout tab to make something simular.

Have a look in the dockable panels thread.
Then put a button toolbar somewhere, right click on it and go to Customize...
