I've tried to add a *.fpl file to burrrn for burning a cd, but it seems it doesn't work (no tracks appear in burrrn-playlist).
What am I doing wrong?

Depends on what files the FPL is referencing. Are those files inside other files? Example: a track from an image and a CUE or a single track that is stored inside a RAR archive? I doubt this is the case, but if it is, try an FPL that is just of single track MP3s [real simple for Burrrn].
Maybe you are just using an outdated version of FB2K or Burrrn doesn't recognize the new FB2K's FPLs.
Never had the need to use Burrrn---I always made a WAV and CUE from FB2K to burn with EAC.

It's a fpl with single mp3-files.
I'm using foobar 0.9.3 and burrrn 1.14 beta 2
Other question: Would it work with a playlist of singles referencing to a image with cuesheet?

I don't know much about Burrrn, so I don't know it's capabilities. FB2K's FPL is sophisticated enough to handle individual tracks from an image and CUE, but maybe Burrrn can't. You might also try updating your FB2K; there is 0.9.4.2 out. Good luck.

I was asking because I wanted to burn Cd's without having installed Nero.

The FPL format has changed again, so Burrrn doesn't recognize the new .fpl files. I will have to update Burrrn. In the mean time, you will have to use a .m3u playlist.
