I want to get a aac stream with 8kbps, but failed to encode using Nero AAC Encoder? Does not the AAC Encoder support so low bitrate?

Depends: which encoder vendor, which AAC version (LC, HE1, HE2), which sampling rate, etc.

Need to use 8kHz mono files to get there.
