does anyone know where I can find the latest FLAC plugin for foobar 2000 version 0.8.3, if not does anyone know what is the latest FLAC decode .dll that exists for foobar 0.8.3 ? it is not included in the latest 1.1.4
foobar2000 0.8.3 is not supported and you're strongly encouraged to upgrade to the latest version.

Says who? Each user on this board will decide for himself whether to answer questions concerning 0.8.3 or not. And you could never phone home to PP asking for "support". For some users the upgrade is not possible because, 0.9 does not run on Win98 and has very different interface with some of the old functions no longer available.
Sure 0.8.3 is available for download.
My foobar says the version in use is 1.0.7. A peek with a hex editor tells that it is based on "reference libFLAC CVS 20040316 1.1.0" Since FLAC aims for hardware playback, the format hopefully won't change in near future and this DLL will be good for decoding.

0.8.3 is not supported: SDK and the installer were removed from the official website, and I'd like users to be aware of the situation (nothing personal - you're welcome to support any version you like).
