In a thread on another group, I uploaded an attachment to a posting. Being able to do this (via the "File Attachments" panel) is just always there wherever I make a post. Other users in that thread report that they don't see that panel, so can't upload attachments.

Can anyone explain what rules are used to decide if the "File Attachments" panel is included?
