This is a lame question, I guess it's been answered a hundred times before. Anyway, here we go: You want CBR, right? You want full stereo? 'Cause you're doing this for some crappy ripping crew? Well, here it is:

--alt-preset CBR 192 -m s
or
--preset CBR 192 -m s
(depending on which version of LAME you are using)

If 192 kbits (or thereabouts) is the limit, I'd much rather just use this ABR switch (which utilizes joint stereo, thus giving better quality):

--alt-preset 192
outscape
i think you'll be better off using gpsycho instead of --alt-preset CBR if you insist on "full" stereo at 192 kbits. i believe --alt-preset CBR was optimised for joint stereo (it will still give you better quality than the command line below)

-b 192 -m s -h --lowpass 19
