I've found reference to Nero, but I have Nero and there is no indication of it being HE, or PS, or LC...it just has a bit rate slider. I just want to do a little test for myself.
shadowking
It does all those automatically depending on bitrate or quality setting.

Okay, at what bit rate does the PS kick in?

I am pretty sure the help of the Nero encoder DOES point out
LC, HE-AAC (SBR) and HE-AACv2 (PS) support and switches.

I'm looking at Nero WavEditor. Do I need SoundTrax? I didn't install it because I already have so much other multimedia software and I didn't want another application screwing with my file associations.

I found no such information in either the pdf files for Waveditor or SoundTrax or the chm files for Waveditor or SoundTrax.

1.2 seconds googling for "soundtrax", 1.3 further seconds for clicking the first entry (nero.com), and 5 seconds of reading and I was able to decide I will never need this. Now it's your turn!

You could just run:
Nero.exe -dialog:EncodeFiles

Or get the command line encoder from here:
http://www.nero.com/nerodigital/enu/Audio.html
which allows you to select PS specifically
