Hi,
I'm a newbie Lame user, and I have run into a problem. After extracting a track using EAC, I apply the command "lame -V2 filename.wav", and the conversion starts fine. But, the result is always 32kbps.
I have downloaded the final Lame 3.97 release, and nothing else.

32kbps as a result from V2 would make one think the file you're trying to convert is silent since silence is generally what LAME encodes at 32kbps. So I'd say that the first step in searching for the problem would be to listen to the wav files and hear that they sound ok.

Does Windows say they are 32 kBit/s?
Never believe what it says
Try some other player (foobar, WinAmp), they report the true bitrate.
Is that the exact command you used? There should be a space between the V and the 2, I believe.

-V2 without a space inbetween is perfect.
Did you listen to the files as Seiitsu suggested? If the sound good, don't worry about the displayed bitrate. You might also calculate bitrate yourself:
filesize/duration

Seiitsu is right, a file that has a constant bitrate of 32 kbps is probably digital silence, which might be the result of an EAC issue. Listen to the WAVs. If they are silent, something is wrong with your EAC configuration.
