Hi,
I once asked Mark Taylor about the --nogap feature on the lame-dev mailing list. Here's the mail archive link:
http://sourceforge.net/mailarchive/forum.p...5&forum_id=5500here's Mark's reply:

As far as I know, it works. I put it in a while ago, but it
has only been lightly tested. So you should encourge
the braver users on HydrogenAudio to give it a try and report
problems. An alternative is to modify a decoder to make use of the
padding & delay fields in the Info tag. This will have the
advantage that nothing special is needed to create the nogap
mp3 files.

Of course newer formats like Ogg Vorbis do handle the nogap feature much better.
