I'm looking for a program that will will allow me to create cue sheets and edit them too.

Open the CUE in notepad, you will see there is hardly any syntax.
What do you want to edit? Just leave out all existing paths:

e.g.

FILE "C:\Temp\Andrea Bocelli (1995) Bocelli\02 - Per Amore.wav" WAVE

should become

FILE "02 - Per Amore.wav" WAVE

What else is there left to edit? Joining CUE sheets, or leaving parts out is not difficult either (just delete a text bloc or insert one. Of course you'll have to mind the gaps...)

This one allows you to create and edit as well, but also allows you to download cuesheets from cddb.

Sometimes the times have to be adjusted a little with mp3cue, but it is a great timesaver.
