I rip a CD track to two WMA files: 16bit and 24bit (Both WMA Pro 10 128kbps 2 Channel 44100Hz),
they have the same file size.
What does the 24bit WMA exactly mean? Is it ready for the 24bit HDCD?

As the concept of bitdepth has no meaning in the WMA format itself, I assume it is just a flag that indicates it should be rendered in 24-bit pcm on playback?
