i want to make a vorbis encoder, on www.vorbis.com is libvorbis, libogg and examples but i dont know how use it. I have windows, not linux. Please, help me. Sorry for my english

You'd start it like you'd start anything else: doing your research. I suggest looking here to start though here probably is the most relevant information.
