A small bug (I think):
Load a layout in the scratchbox using import. "Apply layout" menu item stay grayed even
if you modify the layout.

Yes, confiremed here.
But I found a workaround: the other options only stay greyed out, if you import a theme into a blank scratchbox. When you have created one element in the scratchbox and then import a complete theme, all the menu options are available.
