My tray icon setting is only to show it when foobar is minimized. When double clicking on an icon to the right of foobar icon and if it's an application only shows tray icon when minimized like foobar, then foobar's window is active too.

That's because you only need to click once to show foobar - and then the tray icon disappears, so you end up clicking on the one which takes its place.
No the one next to it needs double click to appear, unlike foobar needs only a single click. After double clicking on the other program icon, foobar takes its place then activate itself too which is not right.
