1. Is this length of time normal (I admit my laptop is nearly 5 years old!)
Yes.

2. Since its going to take such a long time I want to be sure it is safe to use the latest beta to do this, or should I revert back to the latest stable version. I guess I am asking if there have been any changes to the RG process in the latest beta
There have been no major changes to the ReplayGain component since the last stable version, other than one simple bug fix that does not even affect your scenario if you're working with CD-sourced tracks.
Some thoughts on your ReplayGain scanning scenario:
I'd consider splitting your collection into multiple parts and scanning them separately so in case something does go wrong (0.9.5 betas themselves have been perfectly stable so far but I can't guarantee the same for third party components you may have installed), results of several days of CPU work don't get lost.
10000 tracks on an old laptop is quite unusual. If you have them on an external hard drive and happen to have access to one of new quad-core machines, you could try plugging your hard drive there and letting it do the job - it should finish in a few hours.
