I noticed that V3.98 b6 refers to a decoding fix for mp3 files. Does this mean V3.97 is not, in fact, a stable release?
Absolutely not. 
The decoding fix was applied so that a lame encoded file decoded via mpglib in lame would output a wave file of exactly the same number of samples as the original wave file contained. Previously, the padding bytes at the end of the lame mp3 file were not discarded on decode. None of this related to the encoding of files.
