I played around with eac, lame and oggenc2 - various bitrates - various songs (rock, classical piano etc)
I could hear differences between mp3 256 and ogg 256 - but they were fairly minor. It seemed to me that there were differences between ogg q6 and mp3 256 with a slught edge to ogg, the mp3 seemed slightly 'brighter' than the original.

so I searched and searched until I found this http://www.patheticcockroach.com/mpam4/index.php?p=16

if you go to the end where the variation in db from original from 40 to 22 khz it is obvious that q6 is extremely close to the original across the range. Although the authors were inconclusive at q4 I believe that the 192 ogg represents an excellent choice - great balance between file size and quality, at least to this girl's 50 year old ears...
