Hi all,

I am looking for a command line program which can write UTF-8 Tags ID3 V2.3 Tags into MP3 files.
Linux or windows would be fine.

ID3v2.3 does not support UTF-8.

You'd either have to use UTF-16, or ID3v2.4.
