Recently I installed my old Winamp 2.9 just to test, and found out that it plays all music much, much louder than my foobar. (I have no dsp-s or plugins that could mess with the volume) Is there a way to boost/preamp it?

Try to disable ReplayGain at Preferences, Playback. Also check the volume control there.
ReplayGain is enabled by default because it only affects files which have been scanned before, which the user should be aware of.
