If you don't see how Microsoft actively licensing WM codecs to hardware manufactures is different than this situation...
Not to mention Microsoft has WMA and WMV decoding libraries available for license for many embedded hardware architectures (m68k and ARM being the fist two which come to mind just by thinking about DAPs).
Microsoft also had released a WMA player for powerPC Mac OS/X.
Then there is the whole ffmpeg reverse-engineering of a large variety of WMA codecs.
So, no, WMA isn't Windows only.
Nor are all WMA decoders closed source.
To top it off - Microsoft actively courts hardware manufactures interested in using their codecs - going so far as to produce decoders for them.
