You mean the RealAudio stuff? There's no plugin I know of. A bloat free option is mplayer. Good frontend+binaries: http://mplayer.de.gg/

I haven't tried it but haali dshow wrapper and real dll (or alternative or the original) and Real Media Splitter (http://sourceforge.net/project/showfiles.php?group_id=205650&package_id=246121) might do it for you.

And by the way,It's rtsp format include that which run by notepad.exe

The way I told you works (tested!). Install the mplayer mentioned above. Start the smplayer gui. File-Open-Url, your URL works.

My k-lite codec pack can do that,too.
