Hy everybody,
im looking for a command line tool which can add
id3v1
tags encoded in
utf-8
into a
mp3
file.

The ID3v1 fields are nowhere long enough to store anything sensible using two byte characters.

i need absolutely utf-8 encoding in id3v1.

ID3v1 can only handle US ASCII. If you must have UTF-8, you must use ID3v2 2.4 or APEv2.
... but are you sure you need UTF-8? Usually, programs on Windows can deal with non-ASCII ID3v1 encoded in the system codepage.

I don't think ID3v1 allows UTF-8 at all.
