Program does not have rights or access to a file. Often this is caused when a program is trying to access a network file it doesn't have proper access to either because of network privileges or something is blocking the program. This issue can also be caused when the file is being used by another program or is read-only.
What's the situation? Maybe you could post console output?

If I were to wager a guess you're using Speek's FLAC frontend on Windows Vista?

Yes, and of course I am not unfamiliar with problems running applications in Vista sad.gif
Is there another decode I should use?

There may be a fix involving mscomctl.ocx (link), but I haven't seen any real consensus about it.

May I recommend foobar2000?

It will also get around the problem with FLAC frontend's inability to properly deal with unicode characters.

I just had the same problem. FLAC Frontend wants to write a batch file to its installation folder. Give the Users group Modify rights on Program Files\FLAC (or where ever you installed it) and that'll take care of your problem. Silly, but works.
