Can anyone tell me the algorithm that decomposes the Complex QMF into 32 point FFT, thanks a lot.

Pick up a copy of Vaidyanathan's book on multirate filters. This is covered fairly well in there, IIRC. It's also a very good book to have around as a reference if you are doing any multirate work.
