The question is in the title and I hope I'm in the right section!

When foobar encode APE to MP3, does it decode to WAV first or else?

Anything that is encoded must be decoded first to uncompressed audio before it can be encoded to soemthing else.

So You mean that foobar decodes it automatically?

PS. foobar encode ape to mp3 so fast I didn't realise it was doing ape to wav to mp3

Actually it's not doing APE to WAV to MP3. It's doing APE to raw decoded audio to MP3. WAV is just one of many formats for uncompressed audio...

That's right, I use foobar but I'm more concerned about the way an ape file is encoded to an mp3 file whatever the software I use is...

Maybe people wouldn't have thought that you are only interested in how foobar2000 handles this conversion, if you had mad it clearer in your original post that you are interested in the conversion process in general and that foobar2000 was merely an example. Considering the way the original post is worded, I don't blame people for thinking that it was a foobar2000 question.

I do agree with you, I just added information in my previous post because at the end, the software doesn't matter!
