Are you not able to get this paper from AES directly??

it needs money and the teacher in the lab don't want to pay for it, i must search by myself.

google finds it here. The author list is shorter though.

I suppose the website should be legitimate since it's by a LAME developer.

Also i found this website address by searching scholar.google. unluckily, i can't visit this website from china, maybe it can be visited from other country. i just got a HTML version of this paper, but i can't see the figures in this version.
