The picture looks like a bunch of "filter" capacitors. (The manufacturere's "specs." page is blank!)

But, if this helps the graphics performance, I don't know... I would expect high-end graphics card manufacturers are already doing their best to make their cards immune power supply noise (and any other noise inside the computer). I know soundcard manufacturers try to make their cards immune to the nasty environment inside a computer.

Computer power supplies are noisy, and big-enough capacitors would reduce the noise. I found-out how bad computer power supplies are when I once had the "bright idea" of tapping into the computer's +/-12V supply to power a set of speakers that had a dead power supply... Pretty terrible results.
