Does exist a program/frontend in which I can use nero aac encoder(I want set also type of aac,like lc-he v1-he v2), but it must support in input also mp3 file?

You can use foobar2000 and convert option.
You can also use "Encode Files" in Nero Burning ROM (there you won't be able to force profile).

I tried to encode to 73kbps and nero codified in aac-lc at 22khz(????)..but at this bitrate why nero didn't choose aac-he vers 1 44100?

Which version of Nero Burning ROM? Is input file 44100Hz?
