I've used Foobar to turn some mp3s into .wav files, simple enough. What I need to do now is cut these files down into 10 second chunks, can I do this with Foobar? If not, what can I use?

In addition, MOST of my wave files are 705kbps bitrate, but a few came out as 1536kbps bitrate, which is too large, and I need to convert those down to 705, and I've no idea how to do that...
