In light of all the development work put into LAME, are there still technical limitations of the MP3 format that make it inferior to AAC in specific ways?

In other words, are there technical limitations, that no matter how much work is put into developing LAME, cannot be completely eliminated in the MP# format, but that were corrected during the development of AAC?

Is Nero AAC the metaphorical equivalent to LAME MP3?

Yes. Look at low bitrate encoding. LAME will never approach what newer formats can do (particularly AAC-HE) at 32kbps.
