One of the few things I liked about iTunes during my brief foray into the Mac world (after which I promptly sold my iBook and came back to the PC) was the 'smart playlist' feature.

So now I'm curious: are there any PC MP3 players and/or Winamp v2.81 plugins that monitor tracks played and allow to you access and generate playlists based on frequency and other parameters a la iTunes?

Windows Media Player 9 does, auto building playlists off frequency of use, date/time/weekday/frequncy of playback, ratings, etc.
Have a good explore of its media library functions, its content management is a lot more powerful than most people realise, plus it properly supports UFT8, so tracks with non default character set names/folders (such as chinese/japanese) show up and can be played back.

However, if you want the ultimate in playlist management, you will probrobly want to try Heliumē. For me, its overkill, but if you have a properly ID3'd collected, it eally is great.
