1. Do we know how to master a Profile 3.0 disc yet?
2. Is it possible to use a DVD-R (DL) for this?

I'm not sure, but I think this is still "bleeding edge" technology. As far as I know, Scenarist is still the industry standard for DVD & Blu-Ray authoring, and they only mention Profile 1 & profile 2 on their website. (I don't own Scenarist.. I'm only a hobbyist... Waaaaay out of my price range!)
I would assume you can write the Profile 3 file structure into a DVD, but it would be non-standard and the player might not play it.
