When I listening HE-AAC V2 on a mobile phone and press Pause, and then again Play, quality is wasted on some time (2 - 4 seconds), and then again restored. With HE-AAC everything is all right... Why so occurs?

You should probably ask the people who made your phone.

Most likely in all phones so. I think, that 2 seconds leave on inclusion of a parametrical stereo
