I just use the Nero plugin to DECODE (on the fly) MP3 files in order to burn them to CDA format.
I just want to know if I should use Nero's own MP3 plugin or the new Mausau's MP3 plugin based on LAME 3.93.1. I will just use it for decoding. To encode I'm using LAME 3.90.2.

Both are fine, fine for decoding.
Ahead's use the FhG decoding routines, that are excellent.
Mausau's use the mpg123 decoding routines, that are excellent.

This means, I choose any of them without having any decoding artifacts? Maybe the FhG plugin is more trustable, am I right?
First of all: There is no such thing as decoding artifacts. There only are buggy decoders, which don't decode the MP3 correctly (doesn't have to do anything with sounding worse, but can). Both fhg and mpglib are tested and trusted decoders, who are known to be the best available.
I always decode before burning using either lame (mpglib), winLAME (which uses madlib) or foobar2k (improved mpglib).

Dude, EITHER OF THEM WILL WORK RELIABLY AND ACCURATELY.
Just pick the one you think has the nicer looking encoding options screen, ok?
