Hello all
There is a executable of ITU standard ITU BS . 1387 for objective measurement of the Audio quality
But the tool called as EAQUAL supports inly 44.1KHz and above.I want to test the quality of the AAC coder for
lower sampling frequencies, where can i get this tool to measure the quality for signals at 32Khz-16 KHz,

asuming you want to test the actual outcome of the audio produced by encoding & decoding the sound... then... just decode the aac to a 44.1 wav file and use that as a comparison to whatever else, also in wav format.

For testing the performance of the encoder at lower sampling frequencies i need to encode the signal sampled at suppose 22.050 KHz.The encoded-decoded output should be at 22.050Khz for comparision.
so i can't change the frequency at decode stage.
So is there any tool which compares two files at "lower sampling frequencies".

One more option for me is suppose if i have a file x.wav sampled at 22.050KHz i can code-decode to xout.wav
I can resample x.wav to x44.wav(resampled to 44.1KHz) and xout.wav to xout44.wav, and compare
x44.wav with xout44.wav using regular tool.But will it ensures "what i am expecting".

Can't i trust the BS 1387 based tool EAQUAL for my quality measurement.
The standard claims the ODG measurement close to the MOS ratings for some of the audio files.

Then what are the other means of measuring the quality(OTHER THAN MOS) I mean any other tool?
and what is this OPERA?

Not sure what that is, but no you can't. How could a software program be able to distinquish which file is "better", a quality arrived at by the human mind?
