While encoding Madonna's 'Mother and Father' I get file that contains one 40 kbit frame. I used 3.90.2 with APS, APE, APS -Z.
APFS & APFE work correctly.
What the hell is it?

My guess would be silence.

My guess would be silence.
But as I know APS & APE don't use any frames between 32 and 128

alt-presets MAY use low quality frames for audio below ATH.
They (probably, correct me if I'm wrong) don't use option '-F' to force minimal bitrate.

It means that a part of the frame (not the whole frame) is silence

So it can be any bitrate (43, 54, 31...)?

Not any, but one of MP3 allowed bitrates - 32 40 48 56 64 80 96 112 128 160 192 224 256 320
