Will i get better quality if i re encode 128kpbs mp3 to wav and wav to 192kpbs or will i lose quality?

That's called transcoding and will only give you worse quality.
Every time you use a lossy encoder (fx. Lame (mp3)) you loose quality.

Even if you go 128>WAV then WAV>128 you will lose quality, this has been discussed many times in these forums. Try a search.

Transcoding MP3 to WAV to MP3 is not recommended. MP3 is "lossy" all the information from the original WAV that was removed when encoded to 128 is lost, re-encoding to 192 will not bring any of it back.

Stop pulling our legs, if your serious please try the search facility.
