Hrm... I don't know of any MPEG encoder that supports OGM input, but maybe you can do the trick skillfully using AviSynth with some encoder that works with .avs

Never tried it, though.

Other option would be loading your OGM in vdubmod and using ffvfw to encode it to MPEG1. Lots of problems arise, then: The MPEG1 will be inside of an AVI (you will need a tool like AVIdump to strip it), and then you'll need to encode the audio separately, later multiplexing it with the stripped M1V file.

Besides, I don't know about ffvfw MPEG1 quality. Probably isn't on par with Tsunami or Panasonic encoders.

TMPG should do, through DirectShow (DS input priority should be heighten for it to work, IIRC).
As for AviSynth, ffvfw allows to create fake avi from .avs, so there should be no problem with feeding it into some mpg encoder afterwards (although this feature doesn't quite work yet as it should, it seems).
