I understand that liquid aac encoder is a little better at the low bitrates but this is still an outstanding encoder.

Wow. Sharp answer.
Ivan is constantly improving AACenc (Last release made big improvements to the 48-98kbps range).
But he has other projects in mind right now (Most of them regarding MPEG4), so he canīt devote much time to AACenc tuning.
Letīs wait and see what he is planning for incoming releases.
