Is FLAC tagged with vorbis comment or ID3?

As the title states, I have a question about tagging files with foobar.  I have a CD that was ripped to FLAC files, but the tags were all screwed up.  If I edit the tags by just right clicking on the song in foobar, going to properties, and putting the proper information in, should they be in vorbis or ID3?

vorbis comments for FLAC. id3 *can* be used but is not standard
